Artificial Intelligence Assistants Provide ‘Misleading and Partial’ Election Guidance, States Dutch Watchdog

AI chatbots have been shown to be “inaccurate and evidently prejudiced” when offering voting advice, the Dutch data protection authority (AP) has reported, raising alarms about a potential threat to democracy just over a week before the country’s general election.

Testing Reveals Consistent Bias in AI Suggestions

The four chatbots tested by the authority “frequently recommend identical two parties”, irrespective of the user’s question or command, the watchdog explained in a analysis released ahead of the 29 October election.

In more than half of the cases, the AI recommended either the right-wing PVV of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Some parties, such as the moderate CDA, “are almost never mentioned”, even when the user’s input precisely aligns with the stances of these parties, the report pointed out.

Authority Figure Cautions Against Relying on AI Assistants for Election Advice

The vice-chair of the data protection agency, the official Monique Verdier, stated that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Citizens were being steered toward a party that might not correspond to their political views, she emphasized.

“This directly impacts a fundamental pillar of democracy: the honesty of open and just votes,” Verdier stated. “We therefore warn against employing AI assistants for election recommendations, as their operation is unclear and hard to confirm.”

Election Context and Party Dynamics

The Dutch head to the polls on 29 October in an electoral contest that will be keenly observed across the continent for the performance of the Freedom party.

The right-leaning group of Geert Wilders is ahead in surveys but the gap to the left-wing and centre-right parties seems to be closing, with many voters still undecided.

Every significant political faction have ruled out an alliance with the PVV, meaning the runner-up party is most likely to provide the next prime minister.

Inadvertent Prejudice Linked to AI Operation

The authority stressed that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a consequence of the manner in which AI assistants function.
